HRCSL Studies Human Rights Issues in the Northern and Eastern Provinces
The Human Rights Commission of Sri Lanka (HRCSL) has undertaken a study on the human rights situation in the Northern and Eastern Provinces to identify longstanding structural challenges affecting the rights and socioeconomic well-being of communities in war-affected areas. The study examines key human rights concerns, including enforced disappearances, mass graves, memorialisation, militarisation, surveillance and intimidation, land and resettlement, religious freedom, development projects, and threats to livelihoods.
Based on information gathered through field visits, consultations with government officials, civil society organisations, human rights defenders and affected communities, as well as a review of relevant reports and research, the study highlights continuing barriers to equality, access to justice, secure livelihoods, land, housing and public services.
The HRCSL emphasises that addressing historical injustices and persistent inequalities, ensuring accountability, and promoting meaningful community participation are essential for achieving reconciliation, sustainable peace and the full realisation of human rights for all communities in the Northern and Eastern Provinces. The report presents recommendations to the Government and relevant authorities to address the identified concerns and strengthen the protection and promotion of human rights in the region.
