The Human Rights Commission of Sri Lanka (HRCSL) invites proposals from property owners for suitable office premises to accommodate its Colombo Head Office.

The required premises should have a minimum floor area of 25,000 square feet and be available for a minimum five-year rental or lease period, with the possibility of extension. The building should have approved plans, a Certificate of Conformity (COC), clear title deeds, approximately 20 parking spaces, and facilities suitable for partitioning according to the Commission’s requirements.

The preferred locations include Colombo 02, 03, 04, 05, 07, 08 and 10, Rajagiriya and Battaramulla, with convenient access to public transport. The premises should also provide facilities for persons with disabilities and modern amenities, including three-phase electricity, a backup generator, central air conditioning and elevators.

Technical and financial bids should be submitted separately in sealed envelopes. Bids must be submitted directly to the HRCSL and not through brokers.

The deadline for submission of bids is 10.00 a.m. on 27 October 2026. Bidding documents can be obtained from the Administrative Division of the HRCSL on working days between 9.30 a.m. and 2.00 p.m., from 24 September to 27 October 2026, upon payment of a non-refundable fee of Rs. 5,000.
