HRCSL Launches National Preventive Mechanism (NPM) Progress Report and New Standard Operating Procedures (SOPs) for Sri Lanka’s National Preventive Mechanism

The Human Rights Commission of Sri Lanka (HRCSL) has officially released the NPM Progress Report (2022–2025) alongside its new Standard Operating Procedures (SOP). This marks a historic transition from a reactive protection model to a proactive, forward-looking preventive strategy under the Optional Protocol to the Convention against Torture (OPCAT).

Despite unprecedented domestic economic constraints and the lingering impacts of the pandemic, the HRCSL expanded its national monitoring footprint. Operating through its Head Office, ten Regional Centres, and three sub-offices, the NPM systematically inspected prisons, overcrowded remand centers, police cells, child care institutions, and mental health facilities.

While the report identifies critical structural challenges such as prison overcrowding and prolonged pretrial detention it also highlights successful interventions that upgraded facility sanitation, healthcare, and vital Torture and Assault Registers.
