Official Launch of the Standard Operating Procedure (SOP) on Complaints Involving Children

The Human Rights Commission of Sri Lanka (HRCSL) officially launched the Standard Operating Procedure (SOP) on Complaints Involving Children on 10 June 2026 at the HRCSL Board Room.

The SOP was developed by the Child Rights Unit of the HRCSL with the support of UNICEF Sri Lanka under the JURE Project, funded by the European Union (EU). It provides a standardized framework for receiving, handling, and responding to complaints involving children, ensuring a child-friendly, rights-based, and trauma-informed approach. The SOP is expected to strengthen the Commission’s capacity to handle complaints involving children in a consistent and child-sensitive manner, while contributing to the promotion and protection of children’s rights in Sri Lanka.

The event commenced with opening remarks by Justice L. T. B. Dehideniya, Chairman of the HRCSL, followed by remarks from Ms. Emma Brigham, Country Representative of UNICEF Sri Lanka. During the event, the SOP was officially launched, uploaded to the HRCSL website, and a ceremonial copy was presented to UNICEF Sri Lanka in recognition of its partnership in developing the document. The event concluded with closing remarks by Prof. T. Thanaraj, Commissioner of the HRCSL.

The launch of the SOP marks a significant step forward in strengthening child-sensitive complaint handling within the HRCSL. It reflects the Commission’s continued commitment to upholding children’s rights through improved institutional practices and strengthened collaboration with national and international partners.
