HRCSL Writes to the Secretary to the Treasury on the Empowerment Programme for Victims of the Recent Disaster
The Human Rights Commission of Sri Lanka (HRCSL) has written to the Secretary to the Treasury on 10th December 2025 regarding the Empowerment Programme intended for victims of the recent disaster. The Commission has acknowledged and appreciated the issuance of Circular No. 08/2025 dated 05 December 2025, which pertains to the emergency situation arising from the adverse weather conditions caused by the “Ditwah” cyclone.
HRCSL observed that the circular is intended to rapidly reinstate the livelihoods of people in affected areas and that it covers a wide range of persons and sectors. However, the Commission has identified that the circular does not give adequate weight or specific attention to the needs and concerns of Persons with Disabilities (PWDs).Chairman’s Message – International Human Rights Day 2025
